Deloitte engaged Awara IT to deliver a Microsoft Dynamics 365 Azerbaijan Localization on its existing Business Central landscape. The project focused on automating salary calculations driven by time-sheets, implementing local tax rates and statutory limits, and enabling reliable posting of time and payroll journals into the general ledger. Awara IT delivered a localization extension, configured payroll rules, and integrated time capture to create a single source of payroll truth.
The outcome reduced manual touchpoints, lowered payroll errors, and shortened the finance close cycle while ensuring statutory reporting aligned with Azerbaijan legislation. The implementation preserved Deloitte’s Microsoft stack investments (Business Central, Microsoft 365, Azure AD) and provided a sustainable, auditable payroll and time-to-pay process for the professional services business in Azerbaijan.
Deloitte — global professional services firm with industry insights and audit, consulting capabilities — engaged this project for its Azerbaijan office. The scope targeted finance and HR processes for a mid-sized regional operation within the Middle East region, focused on ensuring payroll and tax compliance under local legislation.
Prior to the project, Deloitte’s Azerbaijan office relied on a mix of manual spreadsheets and ad hoc processes to convert recorded time into payroll entries. Time-sheets were captured but required manual validation and rekeying into payroll calculation tools, which increased the risk of transcription errors and delayed payroll runs.
Local tax rules, social contributions and statutory limits in Azerbaijan introduced complexity: withholding tax calculations, employer/employee social insurance contributions, and multiple contribution bands that change annually. The finance team needed automated application of tax thresholds and clear audit trails for statutory reporting. Additionally, posting of payroll journals into Business Central lacked standardized mapping, which created reconciliation overhead and extended month-end close times.
Deloitte had an existing Microsoft Dynamics 365 Business Central footprint, so extending Business Central with a country-specific localization was the pragmatic choice. Business Central’s extensibility model allowed Awara IT to deliver a localized payroll and tax rules extension without destabilizing Deloitte’s core ERP configuration, preserving integrations with Microsoft 365 and Azure AD.
Selection criteria prioritized a solution that (1) enforced statutory tax and social contribution logic, (2) automated timesheet-to-pay workflows, and (3) integrated seamlessly with Business Central financial posting. The Microsoft stack also enabled reusable integration patterns (APIs, Azure Functions, Power Platform) to connect time capture and bank payment processes while meeting Deloitte’s security and audit requirements.
Awara IT implemented Azerbaijani statutory logic for payroll: progressive income tax withholding, employer and employee social insurance contributions, pension-related deductions, and statutory limits and thresholds as defined by Azerbaijan legislation. The localization includes configurable tables for annual tax rates and contribution caps to accommodate legislative updates.
The solution produces the statutory reports and payroll registers required for local compliance in Azerbaijani formats. Language settings and date/number formats were aligned to local conventions, and audit trails were retained in Business Central to support statutory inspections and internal audit requirements.
By delivering a Dynamics 365 Azerbaijan Localization on Business Central, Awara IT enabled Deloitte to operationalize payroll and time-to-pay processes with reduced manual effort and improved accuracy. Automation of tax calculations and social contributions reduced compliance risk and lowered the time finance teams spent reconciling payroll, freeing capacity for analysis and strategic tasks.
The solution preserved Deloitte’s investments in the Microsoft stack, offering maintainable localization artifacts and a clear upgrade path. Integrations with timesheet capture and bank payment processes shortened cash-to-pay cycles and improved employee satisfaction through timely, accurate payrolls.
