As a result, Apa-Canal gained faster month-end reporting, clearer inventory control, and a unified maintenance-to-procurement process aligned with Moldova statutory reporting.

Apa-Canal Chisinau is the municipal public utility responsible for water supply, sewage and communal services in Chisinau, Moldova. As a regional utility provider it manages a large dispersed asset base, multi-site warehouses, and a mix of internal teams and external contractors.

Business challenge

Before the implementation, Apa-Canal operated with fragmented spreadsheets and point solutions that made it difficult to maintain planned maintenance costs by resource type, approve and track production programs, and aggregate material requirements across projects. Inventory visibility was limited; planners lacked reliable stock-on-hand data to optimize replenishment and supplier selection. Financial, tax and management accounting processes were partially manual, complicating month-end close and statutory reporting. Field maintenance teams used separate systems, creating gaps between actual resource consumption and accounting records, which hindered plan-fact analysis and increased procurement lead times and emergency repairs.

Controls were added to enforce statutory posting rules and audit trails required by public-sector governance.
